drm/amdgpu: Add soc24 common ip block (v2)

Add initial soc24 support.

v1: Add soc24 common ip block.
v2: Switch to new select_se_sh/enter_safe_mode
    interface.
v3: squash in correct ext rev id, etc. (Alex)
