net: hns3: Add "tm map" status information query function

This patch prints dcb register status  information by module.

debugfs command:
root@(none)# echo dump tm map 100 > cmd
queue_id | qset_id | pri_id | tc_id
0100     | 0065    | 08     | 00
root@(none)#
