network/macsec: IFLA_MACSEC_PORT attribute cannot be changed

Also, though currently not supported by networkd,
  IFLA_MACSEC_CIPHER_SUITE, IFLA_MACSEC_ICV_LEN, IFLA_MACSEC_SCI
cannot be updated.
