document DefaultOOMPolicy

the `man systemd.service` say:
   Defaults to the setting DefaultOOMPolicy= in systemd-system.conf(5) is set to
but there is no such line in this config.
This is the default value I extracted from
   systemctl show --property=DefaultOOMPolicy
